K22 : PELT (Personal Emergency Locator Transceiver): Locating victims with personal cellular devices

Abstract According to Search and Rescue teams operating in the US national parks, 55% of Search and Rescue(SAR) operations are due to lost hikers. In the backcountry or during natural disasters, cell phone coverage will be minimal or simply non-existent. Coupled with a large search radius in the immediate area, it will be almost impossible for SAR teams to locate the victim. The purpose of this project is to assist SAR units in finding lost or trapped victims in these such circumstances by utilizing cellular devices to drastically reduce the response time.
